This accessibility statement applies to app.govroam.uk.
This site is a mapping portal designed for nominated technical contacts from member organisations. It allows them to register the locations where their organisation offers the govroam service. This data then feeds into the service map used by end users.
The site combines a Bing Map with a mapping tool which allows users to log location information.
This website is run by Balance ICT on behalf of Jisc.
How accessible this website is
We would like this site to be as accessible as possible. You should be able to:
- Add location data in different ways, depending on your needs and preferences.
- Use keyboard shortcuts to navigate the mapping tool.
- Zoom up to 200% without losing content or functionality.
Maps are ultimately a visual medium, and as such the Bing Maps portion of the tool may not be fully accessible to visually-impaired users. However, users can log and update location data without using the map portion of the tool.

Interactive map
The map is a data visualisation, but this may limit its accessibility to the visually-impaired.
However, the user does not need to use the map to input or edit location data. Instead, one can:
- Bulk upload from a CSV file.
- Textually input site data.
The only loss of functionality would be the drag-and-drop tool which can be used to perfect the location of availability pins.
Navigation
Some elements of the site are not optimised for keyboard navigation or screen readers. For example:
- Users may be able to tab from a dialogue box to an inactive or obscured main window.
- Screen readers may not be able to announce intra-page navigation or dynamic content changes.
We are currently undertaking a full review of our platform, and ways to further improve the accessibility of this site. Our aim is to have this completed and implemented by June 2021.
Third-party tools
We use an embedded map control published by Microsoft Bing to present the service availability of govroam. This component is outside our control and may not comply with accessibility regulations. For instance, it may not be possible for screen readers to identify the location pins or clusters used to indicate govroam availability.
At this time, we have noted the following non-compliances with Bing Maps which may affect accessibility:
- Some missing or empty labels (1.1.1 Non-text Content, 1.3.1 Info and Relationships, 2.4.6 Headings and Labels, 3.3.2 Labels or Instructions, 4.1.2 Name, Role, Value).
- Some buttons and links missing descriptive text (1.1.1 Non-text Content, 2.4.4 Link Purpose).
Some accessibility issues cannot be resolved because they reside in legacy 3rd party components and/or frameworks that are no longer actively maintained. In an effort to resolve these issues we are investigating a platform refresh, with the aim of implementing by June 2021.
What we’re doing to improve accessibility
When updates are made to this site, we will ensure that they meet WCAG 2.1 AA.
We're committed to working on the issues outlined above, either by investigating our own solutions where possible or by raising accessibility with our third-party providers.
